The need for this program is clearly seen in the results from the 2015-16 Michigan Student Test of Education Progress. For students attending the Detroit Public Schools Community District, achievement is very low as compared to the state average. For English language arts, the percentage of African-American students proficient on the test was 8.12% for males and 14% for females compared to 47.3% for the state overall. • In addition, youth that are not proficient readers by fourth grade are 68 percent more likely to drop out of high school.
